On the morning of September 3rd, the meeting for Scientific and Technological Exchanges and Cooperation of China and Laos Mohan-Boten Economic Cooperation Zone was held in KUST Asset Management Co., Ltd. Secretary of theCommittee forDiscipline Inspection TAO Guangrong, TANG Xiaohu, the Party Working Committee member of the China-Laos Mohan-Boten Economic Cooperation Zone and Secretary of the Committee for Discipline Inspection, and the heads of relevant departments, such as the Division of Overseas Cooperation, Discipline Inspection and Supervision Office, Asset Management Co., Ltd., Design and Research Institute, National Science Park of KUST and the International Technology Transfer Center (MOST) attended the meeting.

On behalf of the university, Mr. Tao welcomed Mr. Tang and his delegation. Since its participation in the poverty elimination efforts of “the directly-entering-socialism ethnic groups” in Gasa Town of Jinghong City and the Mohan area of Mengla County, Mr. Tao pointed out, KUST has established a good relationship with the local community. It has explored fully its advantage in the construction of the Confucius Institute, the project of the Laos Ministry of Energy and Mines, the training of railway and mining professionals, and the establishment of schools in basic education. Tao urged the Asset Management Co., Ltd., the Division of Overseas Cooperation, and other relevant departments to effectively perform their primary responsibilities, facilitate the cooperation between various departments of the University and economic cooperation zones, so that KUST and ECZ can realize mutual complementarity and mutual benefit, explore new possibilities and modes in the cooperation between universities and local areas, and jointly accelerate the building of the Belt and Road and pursue greater collaboration with South Asia and Southeast Asia.
Mr. Tang introduced the development background, construction, management mechanism, strategic positioning, preferential policies, and project construction of the Mohan-Boten Economic Cooperation Zone between China and Laos. He said that there is a lack of high-tech enterprises and professional and technical personnel in the ECZ and Laos. The ECZ and KUST can closely link up talent cultivation, commercialization of scientific and research findings and scientific research. The establishment of close cooperative relations between the two sides will promote the shared development and progress of both sides and play an essential role in enhancing the core competitiveness of both sides.
The two sides reached a consensus on relevant issues during the meeting. There is great room for cooperation between KUST and the ECZ based on the national conditions of Laos, especially in making good use of national policies, giving full play to regional advantages, highlighting the unique benefits of the ECZ, and China-Laos railway construction projects. Both sides agreed to continue to strengthen KUST-Laos cooperation, effectively integrating resources and better complementing each other’s strengths, sharing cooperation outcomes and joint development, and continuously making breakthroughs in economic and social benefits, commercialization of scientific and research findings, and talent cultivation.
The heads of the Division of Overseas Cooperation, Asset Management Co., Ltd., Design Institute and National Science Park of KUST respectively introduced the recent S&T achievements transformation, industry-university-research cooperation, talent cultivation projects and international cooperation, with emphasis on the joint construction of research center and the training of talents between KUST and the Ministry of Energy and Mines of Laos, the joint construction of Confucius Institute with the Souphanouvong University of Laos, Laos 1 million tons of Potassium Fertilizer Project of Donlinks International Investment and building Headquarters Economy. The two sides also discussed about establishing the International Technology Transfer Center of KUST in the ECZ and other related issues.
