President WANG Xueqin Visited Luang Prabang

On May 25-29, a 6-person delegation headed by President WANG Xueqin visited Luang Prabang, Lao People's Democratic Republic. During the visit, President Wang and other delegates visited the Chinese Consulate General in Luang Prabang and Souphanouvong University of Laos, and went to the construction site of Mekong River Bridge in the 3rd bid lot of China-Laos Railway for field investigation.


On May 26, the delegation paid a visit to the Chinese Consulate General in Luang Prabang and held a discussion with Consul General LI Zhigong. President Wang introduced the current development  and the discipline advantages of KMUST and its cooperation and exchange with Souphanouvong University in terms of Confucius Institute and discipline construction. Consul General LI Zhigong welcomed President Wang and the KUST delegation, fully affirmed the achievements made by KUST in educational exchanges and cooperation with northern Laos in recent years, and highly appreciated the contributions made by KUST and Confucius Institute to the Belt and Road Initiative. Consul General Li said that the Consulate General in Luang Prabang would continue to play its role as bridge and bond in promoting the educational exchange and cooperation progress between KUST and the government and enterprises in northern Laos, and providing consistent assistance and support for the construction and development of Confucius Institute.



On the afternoon of May 26, President WANG Xueqin went to the Confucius Institute of Souphanouvong University for investigation. During the investigation, President Wang was first reported  on its construction and development, the activities carried out and the results of operating the Institute by both Chinese and Laos presidents of Confucius Institute and then asked the difficulties and problems faced by Confucius Institute. President Wang hoped that Confucius Institute would further seize the opportunity, take practical measures, establish a sound operation mechanism and deepen the promotion of the Chinese language,meet the needs of  the people in northern Laos in learning Chinese and understanding Chinese culture and improve the quality of the Chinese education in a continuous way, which can make greater contributions to promoting the Chinese culture and enhancing the friendship between China and Laos.


On May 27, the delegation held a symposium with Souphanouvong University to discuss deeply about  the cooperation between the two sides in setting up postgraduate courses in business administration and undergraduate courses in mechanical engineering. Vixay Chansavang, President of Souphanouvong University, and Vira Anolac, Vice President, attended the symposium. So did the heads of the International Affairs Office, the College of Economics and Tourism, the College of Engineering, the College of Languages and other functional departments and relevant colleges.



At the symposium, President Vixay said that with the smooth implementation and operation of major projects such as the China-Laos Railway and the Southern Europe River 7-stage Power Station, the exchanges between the northern provinces of Laos and Yunnan Province would be closer and more frequent, and the local demand for talents in business administration and mechanical engineering had been increasing, and the shortage of localized talents in related fields becoming increasingly prominent. Souphanouvong University is insufficient in  professional teachers and teaching experience in MBA and the field of mechanical engineering. KUST, however, which has rich experience in professional construction and cooperative management,  is expected to support Souphanouvong University in terms of teachers, professional construction and curriculum design.


President WANG Xueqin first appreciated Souphanouvong University for its warmest welcome, and then did  for its trust in KUST over the years, especially for its support in the construction of Confucius Institute. He said that KUST would give full play to the advantages of its disciplines and specialties to help Souphanouvong University develop relevant professional construction.


The two universities held detailed discussions on MBA and mechanical engineering programs, including the name, training mode, curriculum design, teaching methods, teacher and student exchanges, degree management and award. President Wang invited Souphanouvong University to organize a delegation to KUST in due course to conduct an on-the-spot investigation on the experimental teaching conditions of relevant professions and to make a detailed discussion on the professional construction. 


On May 29, President WANG Xueqin led the delegation to the construction site of Mekong River Bridge in the 3rd bid lot of China-Laos Railway for an on-the-spot investigation. The head of the project department introduced the general situations of the China-Laos Railway Project, the construction progress of the relevant bid lots, project quality control site safety precautions,  the technical training center for Lao worker, the development along the railway, and the next-step work plans as well.


After a detailed understanding on the construction of the project and the training of local talents in Laos, President WANG Xueqin said that the China-Laos Railway Project was  an important component of  the middle line of the Trans-Asian Railway and was an important project in the Action Plan of Building a Community of Shared Future between China and Laos, in serving and integrating into the Belt and Road Initiative and in helping Laos to realize the transformation of "a land-locked country into a land-linked country", which played an essential role in strengthening the exchange and cooperation between China and Laos  in the fields of economy, trade, culture, education and health, pushing forward the development of agriculture, industry, commerce, investment and tourism in the northern and central regions of Laos and increasing the employment opportunities for the Lao people. KUST and Confucius Institute of Souphanouvong University will take an active approach in responding to the Belt and Road Initiative and focus on professional Chinese training and technical training programs for talents in northern Laos based on the actual demand of the China-Laos Railway Project, and provide platform support and intellectual support for the two countries, for Yunnan Province and Laos in particular, in terms of engineering construction, energy and mineral research, business and trade, cultural exchanges, economic cooperation, etc.


The heads and staff of the President’s  Office, Division of Overseas Cooperation, School of  International Education, and Faculty of Management and Economics also accompanied on the visit.
